The Failure of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been stabilised. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are waged: optimistic declarations are released from different nations. Immense energy is allocated on restraining particular approaches. By night, Moscow forcefully demonstrates the world that, for them, war remains the primary tool for achieving "resolution".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from Russian territory, a ability enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to counter approaching cruise missiles flew past – modern combat jets delivered to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense activated: multiple launches targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by Western nations. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly becomes sober acceptance: maybe the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and further power outages.

Continuous Dangers

Following this, a automatic firearm engaged a unmanned aircraft in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its objective.

Intermittently, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, damage and heating outages in numerous residences as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – enduring hostilities. But those full day illustrated Ukraine's vital need on external assistance – a reliance that regional partners are demonstrably unable to substitute in the short term.

Ineffective Peace Efforts

The comprehensive proposal from US administration sparked intense emotion, debate and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.

Every new proposal from American administration unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually win the battle. This pattern will, certainly, continue.

Tactical Assessments

It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the whole story. American leadership operates on a assumption familiar among experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The American government presumes that it is unfeasible to force Russia to abandon the areas that it already controls in Ukraine's south or east.

The problem is that while acknowledging this situation, American administration does nothing to discourage Russia, through statements or actions, from assuming that the current condition will not shift further in its favour in the months ahead.

Divergent Views

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their reason to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing people and territory but averting a total frontline collapse until circumstances change in its advantage.

Current Realities

Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their objective will now be considerably more difficult after current events, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a only one week to terminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, latest revelations, all served their function.

While new plans based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require sustained allied backing.
