The Former President's Progressive Alarm Overlooks Europe's True Threat: Economic Stagnation.

The recent US national security strategy offers a flawed view of the European Union. The document asserts that unrestrained immigration and so-called "progressive" policies represent an grave risk to European civilization. However, this perspective rests on a serious misreading of the reality. The actual challenge facing the EU is not cultural but economic and technological backwardness.

The Stark Growth Gap Between the US and Europe

The data reveal a sobering picture. From 2008 and 2023, American economic output surged by eighty-seven percent, while a paltry thirteen and a half percent growth for the EU. During this time, European income per person dropped from over three-quarters to just half of the US level. Remarkably, even the poorest US state now boasts a higher per capita income than major EU nations like France and Italy.

Currently, roughly 50% of the world’s 50 largest technology firms are US-based, while only four are from Europe.

The Technological Shortfall: The Core Question

The growing disparity is driven by stronger productivity growth in the United States, largely due to technological innovation and higher total factor productivity. The scene of world technology dominance is overwhelmingly American. Over the past fifty years, hundreds of American startups have grown into companies valued at over ten billion dollars, compared with only fourteen in Europe.

This gap raises a pressing issue: In the race for future industries like semiconductors, AI, and fusion energy, what is Europe stand? Most analysts agree it is largely a two-horse race involving the US and China, with European nations starting at a significant handicap.

Root Causes of Europe's Technological Lag

Several key factors explain this technological divide.

  • Venture Capital: The United States has a far deeper and more dynamic system for financing new ventures. The EU has yet to establish a genuine capital markets union, which caps the growth potential of emerging companies.
  • Bureaucratic Hurdles: Complex and divided rules hinder Europe. A American entrepreneur can launch a service under one regulatory framework to access a consumer base of hundreds of millions. The EU, despite a larger population size, is divided among 27 different national regimes, creating huge internal barriers.
  • Mindset Differences: Attitudes toward entrepreneurial failure differ sharply. In parts of Europe, business failure was once viewed with penalties, whereas in the United States, it is often seen as a valuable lesson.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has weakened its ability in breakthrough innovation.

A Path Forward: Grounds for Cautious Optimism

Despite these challenges, there are causes for hope. Policymakers are growing more conscious of the severe threat and have started to propose substantial change. Notable analyses on European competitiveness and the single market point to the necessity of major changes.

Given appropriate incentives and regulatory reforms, these assets could support far greater levels of business-led breakthroughs.

The continent retains considerable strengths: high-quality human capital, top-tier education systems, and premier research institutions. Alongside a vast domestic consumer base and substantial household savings, these foundations have the potential to unleash a surge of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in creating cutting-edge technologies, it can still significantly boost economic output by implementing and tailoring innovations from elsewhere.

An Inflection Point

Europe now faces a decisive moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, the continent's slide in innovation has been steady. But, without decisive action to address its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible loss of global economic relevance.
